I am applying for a fellowship. The application calls for 2 letters of recommendation. Do you think that one must be from my advisor?

Unless there is a good reason to not include a letter of recommendation from your advisor, you should, i think. Chances are that the fellowship won't really care though. Do they specify who should write letters of recommendation?

No they don't specify who the letter of recommendation should be from. However, my advisor has already written several for me and i feel like i can't keep asking him.

Actually, if your professor has already written you recommendation letters for various things, it will probably be quite easy for him/her to put one together for you. The hardest part of writing a letter of recommendation for a student is writing a letter of recommendation for the first time. After that, you can just reformat it and update it. So, he or she probably wouldn't mind.
