publishing an article or presenting an article

I wasn't sure where to post this so i put it in the presentation area too. Hope that's okay. I am working on a paper and I am unsure whether I should present it at a conference or try to publish it. I suppose i'm not clear about the difference quality between those two. Does the conference paper have to be as well-written?
