Default GRE score for Ph.D. in Public Policy

Hi,

Does anyone have any idea about the "ideal" GRE score for getting into a doctoral program in Public Policy. I have a V-580, Q-740, AWA 5.0. I am targetting the top 20 schools.

I have 2 years full-time work-experience which includes internships with one of the biggest NGOs in India and a World Bank sister concern. I am currently a researcher at India's premier social science institute and have a Master's from the University of Manchester, U.K.

Do I stand a fair chance or do I need to re-take my GRE to get a better score especially in the verbal section?

It would be really helpful if anyone could give me some feedback.
