Default funding for international students in the states

does anyone know any scholarships, fellowships or partial aid for international students who want to do their grad school in the states in politics, IR or development related degrees?

Most PhD programs in the states offer fellowships of some kind. This covers tuition, and you get a monthly stipend to cover living costs. It's a pretty good deal.

Generally, all accepted PHD students receive this funding.


Otherwise, look for a fulbright program in your home country.

Given the financial situation in the US today is this still true for say the basic Sciences like Biology/Physics/Chemsitry ?
